ON tribal judge quashes 2011 Congressional subpoena seeking Treasurer emails

Subpoena sought six months worth of emails from former Treasurer regarding the job aspects; Judge Stepson rules subpoena motion is ‘vague’

An Osage Nation tribal court judge has quashed the 2011 Congressional subpoena served to former Treasurer William Kemble in which the Congress demanded six months worth of emails from Kemble’s work computer concerning any aspect of his job. 

Trial Court Judge Marvin Stepson ruled the written Congressional subpoena ordering Kemble to provide the emails (from February to August 2011) is “vague” and “thus imposes an undue burden or hardship upon the Treasurer” to produce the emails.

Congress filing new legislation for 2011 Hun-Kah Session

Term limits for the Principal Chief, increase to tribal employee minimum wage, storm shelters and amendment to Ethics law among bills filed

The Second Osage Nation Congress convenes for its first Hun-Kah Session on March 21 at the Congressional Chambers in Pawhuska. This regular spring session will last up to 24 days and may be extended for three additional days, if needed.

During the session, the Congress will consider various pieces of legislation with ten bills already filed one week prior to session.

Chief Red Eagle pocket vetoes budget parameters bill

Bill would have revised rules for independent ON government entities during budget setting process, mandated employee salaries be merit-based

During its Fifth Special Session, the Second Osage Nation Congress passed a revised budget parameters act for the Nation, which sets guidelines for the Nation’s government entities to follow when planning their operational budgets. The updated bill contained revised rules pertaining to budgets of independent ON entities and would’ve mandated employee salaries be set by the merit-based employment system passed by Congress last year.

A merit-based employment system is mandated by the Osage Constitution as well.
