Special election to be held Aug. 13; four Osage Minerals Estate-related questions will be on special election ballot

During the 14th Special Session, the Second Osage Nation Congress passed a resolution calling for a special election to be held Aug. 13. The special election date follows the recommendation of the ON Election Board, which decided on the Aug. 13 election during its Jan. 18 meeting.

There are six expiring Congressional terms up for grabs, so the June 4 ballot will contain names of those candidates seeking office and will also contain questions on seven proposed Constitutional amendments unrelated to the Minerals Estate.

Congressional supplemental appropriation bill adds $2.5 million to Education Department budget

Osage students will have their scholarships from the Nation.

The Second Osage Nation Congress unanimously passed an appropriation bill to fund the higher education scholarship program for the spring 2012 semester during its Special Session on Dec. 8.

Principal Chief John Red Eagle signs Merit bill into law

Many things are changing in the Nation’s Executive Branch as employees will receive Merit Pay for Performance bonuses for the first time in the Nation’s history.

Delary Walters, who compiled the market raises and education credit bonuses for the merit system, is now the Nation’s Human Resources director. Her first day was Sept. 29. Former director Bill Foster remains in HR as a senior adviser. Clint Hill, who previously served as controller in the accounting department is now the HR benefits analyst.

Motion to advance bill to a final vote approved on Day Two of Hun-Kah Session

On Day Two of the Hun-Kah Session, the Second Osage Nation Congress unanimously passed a revised budget parameters act for the Nation’s government entities to follow when setting their operational budgets.

ONCA 11-32, “an act to establish parameters and limitations for the budget of the Osage Nation,” was successfully advanced to a final vote during the March 23 session. Its sponsor is Congressman Raymond Red Corn with Congressmen Daniel Boone and Eddy Red Eagle as co-sponsors.

Office of the Chiefs budget approximately $214,000 higher than last budget filed for Gray administration

Principal Chief John Red Eagle’s budget for the Office of the Chiefs has been causing some friction between some members of Congress and his staff. His budget contains new job titles for appointed members and he is claiming “Executive Privilege” when asked to provide job descriptions.

Appropriation modification for the furnishing of a funeral chapel for the Grayhorse district first bill signed into law by Red Eagle[

Principal Chief John Red Eagle signed his first five bills and one resolution into law Friday. The first bill signed into law, ONCA 10-78, is an appropriation modification for the furnishing of a funeral chapel for the Grayhorse district.

Congress rescinds secret ballot votes held April 7, 9

On the last day of the 2010 Hun-Kah Session Thursday, the Osage Nation Congress rescinded last week’s board confirmation votes conducted by secret ballot then voted again – in the open – on all board appointees which resulted in dismissals of George Pease and Elizabeth Lohah Homer from the Gaming Enterprise Board.

Thursday’s votes come eight days after the Congress declined to confirm board members Frank Oberly, Pease and Chairwoman Homer in a secret ballot vote on April 7.
