Congress adjourned 11th Special Session pending Executive Branch review of appropriation law; much of 11th Special Session legislative items to be revisited

A 12th Special Congressional Session called by Principal Chief John Red Eagle starts Dec. 5 to consider most of the legislative items remaining after the Second Osage Nation Congress ended the 11th Special Session on Nov. 15 on its fourth day.

Congress unanimously voted to end the Special Session pending a review sought by the Executive Branch regarding the Nation’s appropriation laws for funding government operations. The Congress and Treasurer William Kemble are at odds over the appropriation laws, which govern how tribal government money is allocated.

The contract to renew the Health Benefit Card plan for 2011, which gives Osage Nation members $500 for medical expenses, is close to completion and is expected to be complete before the end of the year, according to a prepared release from the Office of the Chiefs.

Details are being finalized for the contract renewal and all that remains is for MAA to provide signature approval of proposed amendments to the contract, said the release. The final approval is on schedule and will be completed prior to the previous contract’s expiration.

Chief’s office said the checks will be released this week

It’s been a month since reimbursement checks have been mailed to Osage parents to pay for medical bills in accordance to the Nation’s Health Benefit Card program but the Chief’s Office said the checks will be mailed out soon.

More than 8,000 Osages have registered for the health card to help cover medical expenses

The Second Osage Nation Congress approved a $4 million supplement for the health benefit card fund Sept. 28 which will go toward replenishing the $500 health debit cards for the 2011 calendar year.

The $4 million supplement appropriation bill (ONCA 10-91) passed with a 7-3 vote after it was successfully advanced for a final vote. The bill’s sponsor is Congresswoman Shannon Edwards.
